A non-encumbrance certificate is generally used for a mortgage-based Bank Loan. It defines a property as not having any liabilities related to any past agreement or legal commitment against that property. In a state like Assam, this certificate can be applied online via the Sewa Setu Portal.

 - Pan Card of the Land owner)
 - Address proof- Voter id or Aadhar Card.

Applicant cannot apply for non-encumbrance certificates without proof of ID (PAN/ AADHAR).
