Eligibility Criteria for Non-Creamy Layer Certificate
To be eligible for the NCL Certificate in Assam, an applicant must:
- Be a citizen of India.
 - Be a permanent resident of a specific state ( e.g. Assam )
 - Belong to a community recognized as OBC or MOBC in the state.
 - Meet the income criteria specified for the Non-Creamy Layer, as outlined in government orders. ( e.g.- not exceeding 8 Lakhs income/annually by the whole family for each family group )

 - Voter Id Of Father
 - Aadhaar Card
 - Land Revenue 2024-25
 - Digital Caste Certificate
 - Income Certificate ( both Father & Mother )
 - Certified Copy Of Electoral Roll 2024 or Voter List
 - Certified Copy Of Electoral Roll Before 1971 or Legacy data
 - Gaonburah/Residental Certificate
 - Birth Certificate Or Hslc Admit
 
N.B.- in case of mother doesn't have income, a court affidavit or Gaon Burah certificate has to be produced for the concerned authorities.
